WhatsApp API Pricing After 1 October 2026: What Businesses Should Check

If you are reviewing WhatsApp Business Platform costs on 1 October 2026, begin with the current Meta rate card for your recipient markets and your actual message mix. There is no single “new WhatsApp API price”. A platform subscription, Meta's messaging charges, and your own operating costs are different line items. A rate-card update can affect markets or categories differently, so a global headline rarely predicts your next invoice.

The billing model to use today

Meta's current public pricing page says the Business Platform is billed per delivered message, according to recipient market and message category. That is different from the older 24-hour conversation model still described in some outdated web pages and provider help centres. A sent message that did not reach the recipient is not the same billing event as one Meta delivered. Check your own reports and agreement for provider-level charges.

The main message purposes are marketing, utility, authentication, and service. An abandoned-cart reminder or upsell belongs with marketing; a genuine order or appointment update can be utility; an OTP uses an authentication template. Meta's approval and classification determine the final category for a template. Writing “order update” in promotional copy will not turn a promotion into a utility message.

What to review for the 1 October rate-card cycle

Open Meta's live pricing page, select the recipient market and message category, and use its published rate cards or volume-tier documents. Record the card's effective date, currency, market, and category. Compare that with the card used for September traffic. Then look at a recent invoice or billing export for the categories and markets your customers actually represent. Do this before changing a published price list or setting a campaign budget.

We have deliberately not printed a table of country rates here: a rate shown in USD, a regional grouping, or a provider's converted INR price may not be the price on your billing account. A number without market, category, effective date, and billing currency is not a reliable quote.

The reported 1 October change: service and in-window utility

Two provider notices published ahead of 1 October — HighLevel's detailed change log and Trengo's customer notice — say that two formerly free message types become billable: free-form service replies inside an open 24-hour customer-service window, and utility templates delivered inside that window. They describe a monthly allowance of 1,000 service messages per phone number, with additional service messages billed per delivered message. These are provider reports of the October rule, not an independently visible line in Meta's public page.

Check the source mismatch before relying on the allowance. As reviewed on 1 October, Meta's public pricing page still says service messages and utility replies inside the window are free. We cannot tell from that page alone whether it is awaiting an update, whether a particular account has different treatment, or whether the provider notices apply exactly as written to every account. Use your WhatsApp Business Account billing record, the effective Meta card, and your provider's written terms to confirm the charge and allowance for your number.

Meta's public page also describes a 72-hour free-entry period after a customer initiates from a click-to-WhatsApp ad or Facebook Page call-to-action, plus volume tiers for utility and authentication messages. Both providers say that free-entry treatment continues after the October change. The entry source, timing, category, and response context still matter; do not assume every reply or template is free.

Five examples that change the calculation

  1. A campaign to opted-in shoppers: count delivered marketing templates by recipient market, not just the number of contacts uploaded.
  2. An order dispatch update: confirm the template is utility and tied to a real order. Check whether a free reply condition applies before assuming zero charge.
  3. A support reply: check whether the customer-service window is open and whether your current billing configuration treats it as free.
  4. A sign-in code: use Meta's dedicated authentication format, then apply the authentication rate and any eligible volume tier.
  5. A click-to-WhatsApp ad lead: record the entry source and the 72-hour period described by Meta, then validate the billing treatment in reports.

How to compare September and October fairly

Take a consistent sample such as the last complete week of September. For each recipient market and category, multiply delivered billable messages by the applicable September unit rate, then by the October rate. Keep volume-tier and free-entry effects separate. Do not compare the total August invoice with a partial October week: recipient mix, campaign timing, failed deliveries, and provider charges could overwhelm the rate change.
